The Story of February 15, 2025

My name is Ronald Perkins. On the morning of February 15, 2025, the Board of Directors of Sierra del Sol formally appointed me as the Managing Agent of the Association. This appointment was made in accordance with Article IV, Section (q) of the Sierra del Sol Bylaws, which authorizes the Board to employ a managing agent and delegate its powers. The action did not require a membership vote and did not violate provisions of the Texas Property Code.

Before this date, the Board had repeatedly asked DANA Properties, Inc., the prior manager, to provide a copy of its management contract and any lease for the clubhouse. None was produced. The Board concluded that DANA had no valid basis to occupy the premises or to continue managing the Association.

To secure the property, I retained a locksmith and requested a civil standby from the El Paso Police Department (EPPD). Officers remained present during the transition.

While at the clubhouse, I encountered Sema Gonzalez, representing DANA. I identified myself as the newly appointed manager and explained that ownership status was not a requirement for my position. When Ms. Gonzalez attempted to force her way into the office area, EPPD officers intervened and warned her against further disruption.

Shortly thereafter, Jennifer Rowden, HOA President, arrived and confirmed to Ms. Gonzalez that I was duly appointed as the HOA’s property manager, and that Sheldon Wheeler of DANA was terminated effective immediately.

During the transition, Ms. Gonzalez raised concerns about DANA’s property inside the clubhouse. I assured her that any personal property belonging to DANA would be inventoried and returned. Police officers confirmed this arrangement.

Later in the day, I issued trespass warnings to Ms. Gonzalez and to attorney Robert A. Skipworth, advising them that they were no longer permitted on Sierra del Sol property. The EPPD officer repeated the warning, noting that any return could result in arrest, documented under Incident Case No. P2025-068519.

All actions I took on February 15, 2025 — retaining a locksmith, securing the premises, and issuing trespass warnings — were carried out under the authority of the Sierra del Sol Board and the governing documents. Article XI, Section 1 (Abatement and Enjoinment) and Article X, Section 8(a) (Right of Entry) grant the Board and its Managing Agent the right to enter and secure Association property to protect the interests of the HOA.

Civil Standby

A civil standby occurs when law enforcement officers are requested to be present during a private dispute or transition, not to take sides, but to prevent escalation and ensure safety.

Managing Agent

A Managing Agent is, in this specific case, a person or entity formally appointed by a homeowners association’s board of directors to carry out management duties, including enforcing bylaws, maintaining common property, and acting on the board’s authority. Appointment is governed by Article IV, Section (q) of the Sierra del Sol Bylaws.

Ronald Perkins was formally appointed as the Managing Agent of the Sierra del Sol HOA by the Board of Directors. This authorized him to secure the clubhouse, retain a locksmith, and issue trespass warnings under the HOA’s governing documents.

DANA Properties, Inc.

DANA Properties, Inc. was the former management company for Sierra del Sol HOA. The SDS Board of Directors terminated DANA on February 15, 2025, replacing them with Ronald Perkins as Managing Agent.

DANA occupied the Sierra del Sol Clubhouse for more than 25 years without paying rent to the HOA, while using it as the base of operations to manage more than 90 other HOAs. During this time, the clubhouse and subdivision were neglected.

In addition to management, DANA also operated as a real estate brokerage, renting properties both within and outside Sierra del Sol. One example was Wheeler’s scheme through D’Backs Properties, LLC, where he transferred ownership of SDS Unit 15A.

Robert A. Skipworth

Robert A. Skipworth is an attorney in El Paso, Texas, who served as DANA Properties’ legal counsel during its dispute with the Sierra del Sol HOA.

On February 15, 2025, following the Board’s termination of DANA Properties, Skipworth appeared at the Sierra del Sol clubhouse. He was issued a trespass warning by Ronald Perkins, which was reiterated by officers of the El Paso Police Department. He was advised that returning to SDS property could result in arrest.

Skipworth’s role throughout these events was as attorney for DANA Properties and its owner, Sheldon Wheeler, alongside DANA’s employee, Sema Gonzalez.

Trespass Warnings

A trespass warning is an instruction, often issued with police present, telling a person they are no longer permitted on a specific property. If the person returns after the warning, they may be arrested for criminal trespass.

After the Sierra del Sol Board terminated DANA Properties’ management authority, Ronald Perkins issued trespass warnings to both Sema Gonzalez (DANA employee) and Robert A. Skipworth (DANA’s attorney). Officers of the El Paso Police Department reiterated the warnings, confirming that any return to SDS property could result in arrest.

Sema Gonzalez is an employee of DANA Properties’, serving as an Association Manager.

On February 15, 2025, during the transition of management at Sierra del Sol, Gonzalez confronted Ronald Perkins at the Clubhouse and disputed his authority as the newly appointed Managing Agent. She attempted to force entry into the office area but was stopped by El Paso Police officers, who warned her against becoming physical.

Despite her objections, HOA President Jennifer Rowden confirmed on site that Gonzalez’s employer, DANA Properties, was terminated effective immediately, and that Perkins was the duly appointed manager of Sierra del Sol.

Sheldon Wheeler

Sheldon Wheeler

Sheldon Salvador Wheeler is the owner of DANA Properties’, the former management company of Sierra del Sol HOA.

For more than 25 years, Wheeler used the Sierra del Sol clubhouse as DANA’s headquarters while paying no rent to the HOA. He directly benefitted from this arrangement, running management operations for over 90 other HOAs out of the clubhouse while the property and subdivision itself were neglected.

Public records also document Wheeler’s legal history, including multiple DWI convictions and a felony DWI in 2006. In addition, DANA operated as a real estate brokerage under Wheeler’s control, including schemes such as D’Backs Properties, LLC, through which he transferred ownership of SDS Unit 15A.

Wheeler’s conduct as an HOA manager and real estate operator has drawn serious criticism, with allegations of abuse of power, harassment of homeowners, and misconduct that undermined community trust.

Jennifer Rowden

Jennifer Rowden is 2025 President of the Sierra del Sol HOA Board of Directors.

On February 15, 2025, she arrived at the clubhouse during the transition of management and confirmed on site that Ronald Perkins had been duly appointed as the HOA’s Managing Agent. She also stated to Sema Gonzalez that Sheldon Wheeler and DANA Properties were terminated as of that date.

Rowden’s confirmation played a key role in affirming the authority of the Board’s decision to remove DANA Properties and install new management under Perkins.
